What it does.
The Stage-Gate Review Pack turns a gate review from a slideshow into an assessment. Each criterion is rated Red, Amber, or Green against the evidence it requires — business case, estimate class, risk register, permits, execution readiness — and the pack converts the result into a gate recommendation: Pass, Conditional Pass, Hold, or Fail. Three or more reds recommend Fail; any red recommends Hold; any amber means the pass carries conditions.
Conditions and findings are logged with owners, due dates, and status, so the decision leaves the room with a record — not a feeling.

What is a stage-gate review?
A formal decision point between project phases where the project must demonstrate, with evidence, that it is ready to proceed. At each gate a defined set of criteria is assessed — business case, estimate accuracy, risk, permits, execution readiness — and the review produces a decision: pass, pass with conditions, hold, or fail.

What decisions can a gate review produce?
One of four: Pass — the project proceeds; Conditional Pass — it proceeds with named conditions, each with an owner and a due date; Hold — it stops until red criteria are resolved; or Fail — the gate is not met. The recommendation is derived from the criteria automatically, not negotiated in the room.
